PM Report - August 2007


First, I'd like to thank the Kingdom of the Emerald Hills for giving me this opportunity to serve you in the capacity as your Kingdom Prime Minister. This has been quite a learning experience.

Currently, we have four parks, in alphabetical order: the Barony of Eagleshire, the Duchy of Finder's Keep, the Barony of Midnight Sun, and the Shire of Mourningwood Glen.

In addition, we currently have five petitioning parks, in alphabetical order: the Shire of Kingspoint, the Shire of Midnight Rain, the Shire of Riverstone, the Shire of Soul's Crossing, and the Shire of Storm Grove.

I have included three of the five petitioning parks in this assessment so that they may have an idea about how they compare to our official parks. Two of the parks were not included because (1) the Shire of Kingspoint does not yet have an account on the Official Record Keeper ("ORK") and (2) the Shire of Riverstone's account has not yet been transferred to the Emerald Hills' Section. The Shire of Kingspoint has been advised that they will be in violation of their petitioning park contract until they create an ORK account, and I have contacted Sir Rewth of the Iron Mountains to transfer Riverstone's records to the Emerald Hills.

A few notes to understand the following graphs. On the weekly graphs, an orange box underneath the bar indicates days when a Kingdom event was held at the park and a green box indicates that a Kingdom event was held elsewhere. It is presumed that the attendance on orange days is uncharacteristically inflated and green days deflated.

The line highlighted in green on the average graphs is the minimum required by the park status currently applied to that particular park (Barony and Duchy). That means, each Barony and Duchy's average should be above that minimum green line. For the Shire of Mourningwood Glen, the line indicates the Barony level for promotion.

The first bar on the average graphs is the average number of sign-ins, per actual sign-ins, for the last six months. The second bar is total number of sign-ins, per actual sign-ins, for the last year, and the third bar is a physical representation of "X" when

A= Average number of sign-ins for the last year.
B= Average number of sign-ins for the last 6 mnths.
AP=Average of total sign-ins per sign-in sheet for the last year.
BP=Average of total sign-ins per sign-in sheet for the last 6 mnths.

This equation takes into account not only the numbers the park has brought in but the consistency for which the park turns in its sign-in sheets. It also gives merit to a park based on its local players and not visitors; therefore, encouraging a park to invite regular attending players to join the park.

Some graphs also include a fourth bar for demotion/termination purposes. These parks have this line because their current averages are grossly below the minimum for their current level. Per the park contract, each park is required to meet a minimum of once every two weeks. To determine whether a park should be demoted, or a petitioning park's contract terminated, the total number of sign-ins for the last year is divided by 26 weeks.

Without further adieu, here are the numbers for each park, in alphabetical order:

The Barony of Eagleshire


Weekly Attendance
Commentary: Eagleshire has increased local player and visitor attendance in the last six months. They should be commended on their recent efforts. They have some missing sign-ins; however, they are not debilitating.

Averages
Commentary: Eagleshire is currently bringing in strong barony numbers. While they have spectacular visitor attendance, the local players alone can sustain their barony status.

PM Recommendation:No Action. If they continue at this pace, they should have strong duchy numbers in one year.


The Duchy of Finder's Keep


Weekly Attendance
Commentary: Even with visitor attendance, Finder's Keep has only hit Duchy numbers seven times in the last year of which two were Kingdom events at the park. In the last six months their numbers appear to be almost half what they were in the previous six months. They have some missing sign-ins; however, they are not debilitating.

Averages
Commentary: Finder's Keep is currently bringing in strong barony numbers. It is possible that the they are currently on a down swing so more time is needed to determine whether they have lost their duchy strength.

PM Recommendation:No Action.


The Barony of Midnight Sun


Weekly Attendance
Commentary: Including visitor attendance, Midnight Sun has only hit Barony numbers eleven times in the last year of which four were Kingdom events at the park. The positive is that it looks like Midnight Sun is on an upswing and, even though they still are not hitting barony numbers regularly, their low-low numbers are from over six months ago. They have some missing sign-ins; however, they are not debilitating.

Averages
Commentary: Midnight Sun's average for the least six months is noticeably higher than for the last year. If they continue at the pace they have, they should be hitting barony numbers again in six months.

PM Recommendation:No Action.


The Shire of Mourningwood Glen


Weekly Attendance
Commentary: It is clear that Mourningwood Glen is in a completely different position then it was seven months ago. They should be commended on their efforts to increase their numbers. They have a lot of missing sign-ins that have affected their numbers; however, these missing sign-ins are from more than six months ago. Their recent PMs have gone above and beyond to make sure that every sign-in has been entered.

Averages
Commentary: Mourningwood Glen's average over the last six months is that of a small barony; however, their numbers, and lack of sign-in sheets, over the last year are dragging them down. If the numbers continue at the pace established, Mourningwood Glen should be a strong barony in six months.

PM Recommendation:No Action. Due to Mourningwood Glen's history of drastic number fluctuation, and the fact that only a year ago Mourningwood Glen was not meeting consistently or entering sign-ins, they should not yet be promoted to Barony. In six months, if they continue at this pace, definitely.


The Shire of Midnight Rain


Weekly Attendance
Commentary: It should be noted that the BOD voted to terminate Midnight Rain's contract less than six months ago. Midnight Rain requested that their contract be reinstated about the time that they began reentering credits. Their last ORK entry was June 28, 2007. Because their contract requires that they update monthly and meet bi-weekly, they are in violation of their petitioning contract.

Averages
Commentary: Their lack of sign-ins and, by extension, failure to play Amtgard bi-weekly has affected their numbers.

PM Recommendation:Termination of their contract.


The Shire of Soul's Crossing


Weekly Attendance
Commentary: Soul's Crossing has been consistent in meeting as a Freehold before petitioning the Emerald Hills. Though not barony numbers, their numbers are consistent as well as their sign-ins. Though once bringing in barony numbers, it appears that Soul's Crossing hit a low spot but that their averages are increasing again. May have barony status in one year.

Averages
Commentary: Their averages are consistent. It appears that the last six months has, overall, seen very few change from the last year. They are a strong shire.

PM Recommendation:No action.


The Shire of Storm Grove


Weekly Attendance
Commentary: Storm Grove is a young, excited park. Their PM is on a good path to update the ORK timely and consistently.

Averages
Commentary: Too little information for comparison.

PM Recommendation:No action.
