Most of the changes I had have been addressed but the IM would submit the following:

1) Missle Block:

Change "from striking the blocker" to "from striking any legal target". This clarifies that if the projectile goes on to hit another person the hit still counts.

2) Add to rules of magic:

21) You may not begin the incantation of a spell or ability while you are
maintaining the incantation of any other spell or ability.

this stops the annoying questions of "can i cast doomsday while in flight as
long as i screech the incantation?" "can i heal whil in sanctuary if i say
sanctuary between the verse of hte heal spell?" "can i charge touch of
death while in sanctuary?" etc etc etc etc.

2) This does not, in fact, do what it claims to do. Sanctuary's "incantation" is "Sanctuary"x1. The chant is a limitation, not an incantation. Flight's "incantation" is fabulous. The piercing screeches are part of the effect of the spell. Both of these audio requirements would be considered under Magic Clarification 4, not under the proposed rule 21. Further, I cannot imagine a situation beneficially handled by the proposed rule 21 that would not be handled by Magic Clarification 4, except for Bards using the incantations of other spells as their 20-syllable or more poems. I agree that the effect of a Bard saying "Tolken Charm Kodiak I command thee to stop I command thee to stop I command thee to stop Charmed" is unclear, but I've never seen someone do it, and I'm not sure this rule adequately answers the question. Further, the proposed rule 21 makes Dance even more confusing, which I did not believe possible.
